FRAMINGHAM PUBLIC SCHOOLSOFFICE OF FINANCE & BUSINESS OPERATIONSTITLE:Seasonal Payroll SpecialistStarting immediately35 hours per week - 6 months assignmentPOSITION SUMMARY:This position requires both human resources and payroll background as the responsibilities bridge both departments. The position provides confidential support of both departments in order to accurately compensate employees on leave. This Individual will perform payroll calculations and changes for processing while efficiently managing daily work routines. The position requires constant concentration on a volume of work that must be completed within a limited period of time and hard deadlines.OUR MISSION:Framingham Public Schools is committed to excellence for all students.   • Computer skills and knowledge of appropriate applications including Microsoft Office, X2, MUNIS, and Google are essential.
  • Demonstration of supervisory skills and commensurate experience.
  • Knowledge of payroll accounting and auditing principles and practices.
  • Knowledge of Fair Labor Standards Act (FLSA), Family Medical Leave Act (FMLA) Families First Coronavirus Response Act (FFCRA), and other contractual leaves.
  • Ability to calculate out the appropriate monies due out to employees who are out on a leave based on the guidelines outlined under the EFMLA provisions
  • Ability to communicate clearly and concisely both in oral and written form.
  • Ability to effectively present information and respond to questions from groups including staff, administrators, and other departments.
  • Ability to create and maintain reports.
  • Ability to work independently, prioritize tasks, and manage several projects simultaneously.
  • Ability to work collaboratively with appropriate departments
  • Ability to perform accurate mathematical computations.
  • Ability to interpret and apply employee collective bargaining agreements (CBA's) for salary and benefits for several different employee groups.
  • Ability to maintain appropriate confidential records.
  • Ability to embrace and adapt to changes in procedures and job duties, if needed, due to process improvement, change in law, and/or new systems that may be implemented to better streamline the needs of the department(s).ESSENTIAL DUTIES AND RESPONSIBILITIES:The essential functions or duties listed below are intended only as an illustration of the various types of work that may be performed.     • In collaboration with the Office of Human Resources, calculate, process, monitor, and maintain records of all employees that are on FFCRA, FMLA, ADA, and other leaves, which may include verifying absences to ensure that these employees are not being over-paid.
    • Track monies to ensure that there are enough funds to cover all regular employee deductions (i.e. insurances, taxes, etc.)
    • Communicate with human resources if an employee on leave needs to be directly billed for insurances due to insufficient funds
    • Communicate with human resources, city payroll department, and other employees to ensure the accuracy of the information reported.
    • Reports the calculations in a timely manner to the city payroll department for processing.
    • Monitor changes in payroll-related data; prepare changes, corrections, or adjustments as necessary; notify proper departments and employees.
    • Respond to questions or complaints from employees on leave regarding pay, deductions, sick leave, vacation, and other payroll information;
    • Prepare and maintain files of records and documents relating to work performed; prepare special reports as assigned.
    • Perform other duties as assignedPHYSICAL WORKING CONDITIONS:The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. The employee must also often remain in a stationary position for considerable periods of time. The employee is occasionally required to reach with hands and arms and sit, stoop, kneel, crouch, or crawl. The employee must frequently use hands to finger, handle, or feel; and use hand strength to grasp tools. Ability to lift up to 20 pounds periodically. Finger dexterity is required continuously for the normal work shift, such as for typing, filing, dialing the phone, etc. The employee must be able to communicate effectively with students, parents, and other staff members in person and on the telephone. The employee will be working in a normal school environment with an acceptable level of noise. The employee interacts with students, parents, and other staff members.
