Job Description:
Position Summary: The Director of Project Services is
responsible for the planning, implementation, and management of the
project services lifecycle for the office to which they are
assigned. This will include the guidance and oversight of all
estimating, procurement, project controls, document control, and
project administration functions. Tasks will include labor
management, operational management, business development, and
proposal management. Essential Duties and Responsibilities:
- Oversees the management of the Estimating, Procurement, Project
Controls, and Project and Document Control Administration
departments, establishing best practices, policies, and
procedures
- Sets departmental goals and conducts annual performance reviews
with a focus on operational improvement and efficiency
- Responsible for the oversight of all procurement aspects on DPS
projects, including assisting with proposals, ensuring timely and
cost-effective procurement
- Assists in the development of project execution plans
(procurement and buyout approaches/models, cashflow strategies,
risk management, etc.)
- Oversees the management of the subcontracting strategy and
forms relationships with various regional and national
subcontractors and suppliers to support EPC activities for future
business
- Manages contractual risk through the review and negotiation of
all contract agreements (both up and down stream) and NDAs
- Oversees project commercial management for all project
commitments
- Enforce contractual terms and resolve supplier procurement
issues as needed due to escalation
- Assists in claim resolution for all out-of-scope services
- Responsible for the preparation of project financial
forecasting and analysis of project data as well as the financial
accuracy of monthly internal project cost reporting meetings
(OS&G)
- Assists in the creation of winning proposals
- Establishes office bill rates and pricing structures
- Provides and maintains the overall office financial
forecasting
- Serves as a senior leader in the office
- Mentors and develops staff
- Supports overall office goals and initiatives

degree or equivalent; or four to ten years related experience
