seeking an experienced Program Chief Engineer (PCE) to join and
expand our team to develop state-of-the-art communications systems.
The PCE has primary accountability for meeting technical
requirements and scope for the program, including engineering costs
and schedule commitments, and serves as the primary technical
execution interface. The PCE is the single Engineering point of
contact accountable for leading all Engineering activities on the
program. The PCE also works closely with the Program Office and
often, the external customer. What You Will Do • Ensure overall
Engineering execution within the program, having decision authority
over Engineering activities • Conduct Engineering Bid Reviews
(EBRs) and Engineering Program Reviews (EPRs) • Support Program
Management Reviews (PMRs) for all Engineering matters • Manage
overall budget and schedule for program Engineering tasks, working
closely with the engineering discipline organizations to review
program execution on a periodic basis to ensure meeting schedule
and cost • Develop executable Estimates at Completion (EAC) for the
program in collaboration with the responsible Engineering Cost
Account Managers • Ensure staffing forecasts are accurate and up to
date, and work with Engineering discipline organizations to ensure
appropriate staffing is assigned local, distributed and/or supplier
• Provide oversight and review all program metrics for engineering,
ensuring application of Technical Performance Measures (TPMs)
across the program as a means for measuring technical progress and
assessing risk • Oversee and manage engineering Risks and
Opportunities across the program, leveraging the enterprise to
mitigate key risks and capture opportunities • Ensure effective
engineering management of suppliers in accordance with
subcontractor statement of work, requirements specifications, and
engineering processes • Identify and exploit synergies across
programs and across the Enterprise • Provide accurate and timely
status reports to Program and Engineering organizations
Qualifications You Must Have • 10 years relevant experience as a
Technical Program Manager, Program Engineer, Project Engineer, or
Integrated Product Team (IPT) Lead • Working knowledge of multiple
engineering disciplines with a strong focus on communications
systems development and Earned Value Management System (EVMS) •
Experience in all phases of development program lifecycle and Risk
and Opportunity management • Typically requires a degree in
Science, Technology, Engineering or Mathematics (STEM) and minimum
10 years prior relevant experience or an Advanced Degree in a
related field and minimum 7 years of experience • Active and
transferable SECRET clearance is required prior to start date •
U.S. citizenship is required, as only U.S. citizens are eligible
for a security clearance Qualifications We Prefer • Experience with
Agile and/or DevSecOps development methodologies • Demonstrated
ability to lead a development team through transition to production
• Experience developing satellite communications systems •
Knowledge of Raytheon, products, technologies, and processes •
Strong understanding of electronics manufacturing and/or managing
electronics fabrication/suppliers • Experience leading dispersed
teams, air gapped networks, NSA heavy jobs • Experience with Navy

hybrid or remote. The salary range for this role is 132,400 USD -
251,600 USD. The salary range provided is a good faith estimate
representative of all experience levels. RTX considers several
factors when extending an offer, including but not limited to, the

experience, location, education/training, and key skills. Hired
